Twelfth report to the Italian Parliament (Ministry of Labour with INAPP, December 2025) on the disability employment quota law 68/1999, covering 2022–2023. Registrations for targeted placement rose from 851,635 to 880,997; placements with private employers grew 9.7% to 49,959, whilst placements with public employers fell 30.9% to 2,058 despite their large share of reserved quota posts.
Disability, Work and Inclusion in Italy: Better Assessment for Better Support
OECD review of Italy's fragmented disability assessment and social protection system. A pilot in four regions (Campania, Lombardy, Sardinia and Trento) showed that social workers can apply the WHO Disability Assessment Schedule (WHODAS) in a valid and reliable way. The OECD recommends merging Italy's five disability status assessments and adding a functional component. (OECD, 2023)
