Fighting discrimination, training, workplace adaptation: what the CFTC defends at the National Disability Conference
On 4 September 2026, President Macron chaired the 7th Conférence Nationale du Handicap (CNH) in Bobigny, unveiling 16 commitments and 65 measures for 2026–2029. Key employment measures include scaling the 'emploi accompagné' (supported employment) scheme to 20,000 beneficiaries by 2028, maintaining the €6,000 apprenticeship hiring bonus for recognised disabled workers, and exempting sheltered-workshop (ESAT) employees from training-account charges. The AAH disability allowance has risen 29% since 2017 to over €1,040/month. The government also launched a new 2026–2030 national accessibility strategy covering all ministries. Disability associations, including APF France Handicap and the Collectif Handicaps, cautiously welcomed the announcements but warned that measures without ring-fenced funding remain fragile. A follow-up monitoring committee meets 29 September 2026 to present detailed action plans. For inclusive employers in France, the CNH signals stronger public-sector coordination and new financial supports worth tracking.
France's national disability employment fund Agefiph has opened its first dedicated research call for proposals on disability and employment, with applications accepted from 1–30 September 2026 via the Handinnov platform. Up to four projects will receive grants of up to €50,000 each. The call prioritises research-action and academic research on topics including mental health at work, the impact of AI on disabled workers, and strategies for job retention. This sits within Agefiph's broader 2024–2027 innovation strategy, which in 2026 is backed by a €2 million innovation budget. Since 2020, Agefiph has co-funded nearly 30 research projects. The first two innovation projects funded in 2026 are La Maison Perchée (mental health peer support) and Immer'skills (immersive skills training). For employers and researchers, this is a concrete funding opportunity to develop evidence-based inclusive employment practices that could shape French public policy. The deadline is 30 September 2026.

Disability:IN's 2026 Disability Equality Index, published 27 July 2026, benchmarked 627 submissions from 421 organisations across 45 countries — nearly six times last year's global reach — revealing strong progress on some fronts but persistent governance gaps. On accessibility and benefits, coverage is near-universal: 99% of assessed firms provide mental health and wellbeing benefits beyond legal minimums, 98% offer flexible or remote work accommodations, and 97% provide long-term disability income protection. Yet leadership visibility remains strikingly low: only 6% of participating organisations have board members who openly identify as having a disability, and just 25% include disability in governance or board demographic reports. Only 28% mention disability in corporate governance charters. CEO Jill Houghton described the results as evidence that disability inclusion is entering a new era — shifting from tick-box programmes toward embedding inclusion in core governance and systems. For European employers, the index serves both as a benchmark and a checklist: strong policy infrastructure exists in most large organisations, but board-level accountability and transparent reporting remain the frontier. The index methodology uses 76 yes/no questions across nine categories and six proficiency tiers.
