Who's Leading Disability Inclusion in Norway
This is one entry in InkludX's Inclusion Atlas — a country-by-country, segment-by-segment scan of the organizations across Europe genuinely recognized for their disability-inclusion employment work: an award won, a scaled program, or a policy fingerprint behind the claim, not just a mention of "inclusion" on a website. Norway is one of InkludX's 5 launch markets.
Inclusive employers
- Strawberry — Nordic region's largest hotel group (formerly Nordic Choice Hotels). Won the 2024 NHO “Ringer i Vannet” Inclusion Prize, cited as a role model for sustained hiring of people with reduced work capacity. - REMA 1000 — National grocery chain. Won the 2023 Ringer i Vannet prize for elevating inclusion to the leadership level and helping people outside the workforce into retail jobs. [Source](https://www.nho.no/tema/arbeidsliv/artikler/ringer-i-vannet-inkluderingspris-til-rema-1000/).
- Bakehuset — Bakery/café chain. Won the 2025 Ringer i Vannet prize — the most recent national honoree for inclusive hiring. [Source](https://www.bakehuset.no/om-oss/nyheter/vinner-av-ringer-i-vannet-prisen-2025/).
Public agencies & welfare bodies
- NAV — National labour and welfare administration. The tripartite “Inkluderende arbeidsliv” (IA) agreement between government, employers and unions is administered in practice through NAV's wage-subsidy and workplace-accommodation schemes, underpinning nearly every inclusion initiative in Norway. [Source](https://www.arbeidslivet.no/arbeid/inkluderende-arbeidsliv).
- Traineeprogrammet i staten — State-sector trainee scheme for people with disabilities or CV gaps. Offers up to 2 years of paid work experience (extendable by one more year) with mentoring and training; positions can convert to permanent roles without re-advertising. NGOs & advocacy orgs
- FFO — Funksjonshemmedes Fellesorganisasjon — Umbrella federation of Norway's disability organizations. Its 2025 “Funksjonsansatt” campaign highlighted that 100,000+ disabled Norwegians remain involuntarily out of work. [Source](https://www.ffo.no/aktuelt/kampanjer/funksjonsansatte).
- Norges Handikapforbund — One of Norway's largest disability rights organizations. Submitted a 2007 hearing statement backing CRPD ratification, focused on accessibility and universal-design requirements in Norwegian law. Certification & standards bodies
- Likestilt arbeidsliv — Equality/diversity certification scheme run by KUN. The closest thing Norway has to a formal “inclusive employer” seal, providing employers with tools to support workplace equality. [Source](https://kun.no/sertifisering).
No disability-specific certification body was found — Likestilt arbeidsliv is broad equality/diversity-focused rather than disability-only.
Social enterprises & placement providers
- Fretex — Salvation Army's work-inclusion enterprise, Norway's largest nonprofit employment/second-hand operator. Runs government-funded AFT and VTA work-inclusion programs moving people from sheltered work toward ordinary jobs or education. [Source](https://www.fretex.no/artikler/om-fretex/fretex-selskapene/fretex-jobb-og-oppfolging/).
- Montar AS — Work-integration “vekstbedrift.” Offers individually adapted, meaningful work for people outside the ordinary labour market. [Source](https://www.montar.no/om-oss/).
- InClue AS — Boutique recruitment and competency house. Focused solely on placing people with disabilities into ordinary, non-sheltered roles; hosts information on Norway's Inkluderingskonferansen. [Source](https://www.inclue.no/).
Awards, media & recognition programs
- Ringer i Vannet-prisen — NHO's annual national inclusion prize, awarded to employers who best use the Ringer i Vannet recruitment methodology. Ringer i Vannet itself is a structured recruitment methodology developed by Arbeid & Inkludering and NHO, matching candidates with reduced work capacity to real vacancies through short, cost-free trial placements — the annual prize recognizes employers who use it well. [Source](https://www.arbeidoginkludering.no/prosjekter-og-programmer/ringer-i-vannet/hva-er-ringer-i-vannet/).
- Årets Lionheart-prisen — Annual prize (launched 2022) for standout inclusive employers. Scandic Norge won in 2023 for inclusive hiring practices. [Source](https://www.hotellmagasinet.no/elin-ekrol-scandic-scandic-norge/scandic-norge-mottok-pris-for-inkludering-i-arbeidslivet/837183).
HR-tech & inclusive-hiring platforms
- Klara — AI natural-language job-matching tool built by NHO Service og Handel. Integrated into NAV's national portal Arbeidsplassen.no in Feb 2025, letting advisors query the job market conversationally for accessible roles. [Source](https://www.arbeidoginkludering.no/aktuelt-saker/2025/nytt-skritt-mot-digital-jobbmatching-klara-og-arbeidsplassen.no-kobles-sammen).
No standout Norway-specific disability-hiring startup surfaced — Klara is a nonprofit/industry-body tool, not a commercial platform.
